The Global Shelter Cluster (GSC) commissioned this work, an independent evaluation of the 5-year strategy 2021-2022 to determine its global relevance, efficiency, effectiveness and impact.
This work resulted in a comprehensive report examining each key strategic area and the extent to which the Global Shelter Cluster was able to deliver on its stated aims and objectives. Recommendations were made around key challenges and barriers facing the work of the cluster in different contexts, including the impact of the COVID-19 pandemic. The executive summary of the final report was published in June 2022. The evaluation has been used to inform future approaches of the Global Shelter Cluster including the development of its next 5-year strategy.
Working remotely, the evaluation team conducted desk-based research and interviews and developed an evaluation framework and conduction of a global online survey, interviews and focus group discussions with key stakeholders, document and data collection and analysis and report-writing. Due to the volume of information, the team used specialised qualitative analysis software, which enabled data to be coded against the evaluation criteria and facilitated the analysis.
Transparency of information was ensured through the provision of a number of detailed annexes presenting different data sets, while ensuring confidentiality through the non-attribution of comments to individual stakeholders.
