Inclusive and accessible multi-hazard early warning systems in Asia Pacific

This project was commissioned by UNDRR for WIN DRR, in partnership with Shifting the Power Coalition and ActionAid Australia. The Sendai Framework for Disaster Risk Reduction recognises the importance of investing in and improving people-centered MHEWS through a participatory and gender-inclusive approach. Target G aims to “substantially increase the availability of and access to multi-hazard early-warning systems and disaster risk information and assessments to the people by 2030”.
This report looks to support governments, and local and international partners across the Asia-Pacific region in developing inclusive and accessible multi-hazard early warning systems (MHEWS). It draws from the successes and learnings of established women-led and disability-led MHEWS in the Pacific Region, demonstrating the value of women’s leadership and agency in fostering resilience against climate change and disasters for the whole of society. The report identifies recommendations that can be adapted by governments and applied in different contexts, whilst highlighting the benefits of the unique approaches of the Pacific women-led initiatives. It provides a potential pathway for different actors to implement Target G in a way that is gender- and socially inclusive in order to uphold the principle of “leave no one behind”.
