About this project

The Asian Development Bank (ADB) engaged consulting firm EPTISA to assist the Government of the Republic of Tajikistan (GoRT) with a three-year National Disaster Risk Management Project (NDRMP). The goal of the NDRMP was to enhance Tajikistan’s resilience to disasters triggered by natural hazards, and in so doing, reduce Tajikistan’s socio-economic vulnerability to such hazards.

The project sought to:

  • Develop the institutional capacity of line ministries and agencies to cope with natural hazards, such as earthquakes, landslides, mudflows, avalanches, floods, and droughts, to minimize the loss to people and property and social and economic infrastructure;

  • Support efforts of the government in mainstreaming disaster risk management in development planning; and

  • Lay a foundation for establishing a sustainable institutional and financial mechanism that enables Tajikistan to effectively deal with disasters in the long-term.

As the legal specialist in the research team, Victoria Bannon reviewed the DRM legal and policy frameworks of Tajikistan with a view to providing recommendations on a single, comprehensive law on disaster risk management.

A comprehensive report with recommendations was prepared and presented to the Tajikistan Committee of Emergency Situations and Civil Defence, as well as concrete actions on law and policy within the overall 5-year plan.
