About this project

This literature review contributes to the work of the IFRC Disaster Law Program to support governments to strengthen their domestic legal frameworks to enable more effective disaster recovery.

Its findings go toward the development of a set of recommendations for law and policymakers in the area of disaster recovery and reconstruction. The recommendations fill a gap in existing tools that inform the IFRC Disaster Law Program’s technical advice.

The findings highlight key themes identified across the literature, and the integration of ‘recovery’ in international law, soft law, bilateral agreements, regional and national legal frameworks. Recovery and reconstruction are generally considered in the broader context of disaster management, which will inform recommendations following the literature review.
