About this project

This report is an analysis of the legal, institutional and political framework that supports the humanitarian response mechanisms and of action for the reduction of disasters in Venezuela in 2019. The aim of the study and its recommendations is to strengthen the institutional capacities of for humanitarian response mechanisms and actions against disasters.

It provides Venezuelan institutions and civil society with an evaluation of the existing legislative frameworks and institutional structures that were responsible for dealing with the crisis scenarios the country was experiencing, creating the potential for reform and/or adaptation processes to promote a greater institutional capacity to lead, coordinate, and support international humanitarian aid operations that the Venezuelan population may demand.
